Victorian Long Adjustable Skirt

Victorian circle skirt with adjustable top tier. The skirt's top layer is made up of 4 panels. At the seams there are hidden ties that allow for the layer to be pulled up. The top layer has 2 ruffles at the hem. The bottom layer has one ruffle.
