I bought this a long time back (2 years ago), and I still use it, still wear it all the time under my cosplays and it is great! The waistband is VERY stretchy, and has a drawstring that helps make it smaller if I wear it higher up.
Absolutely love it.

I bought this petticoat a while back... still haven't seen the petticoat, or the money. I would be careful. The management is giving me the run-around and I am NOT happy.

To those that have purchased this item, is it very fluffy? In the pictures it looks pretty flat for an effective petti, but it also looks like most people just wear it as a skirt.

this is a wonderfully made garment and accomodates a variety of sizes with the drawstring waistband. it is also very comfortable. not scratchy at all. thank you

The waist band stretches quite alot and it's split on one side just a bit with a draw string. I am larger than the dimensions reference too, I wear a 30-32 US womens size and I wore this. It was a little snug but I could dance in it I could sit and everything no problem :) Hope this helps!

Is the waste band really stretchy? I am larger than the size 28 dimensions, so I am afraid to buy it if it doesnt fit.

I like these items but they are too short in comparison to the length of most of the plus size dresses I have bought...but I may have to just wear alone :)
