This top is an one piece. A hooded corset jerkin is sewn over a blouse . The corset portion has corset seaming and piping. The clam shell hood is sewn to a high stand up back collar to give it a nice shape both when up and down.
The buckle and loop at front is both for the looks and to adjust the fit.
